Lawyer, researcher, consultant and trainer in food law
Hugo Muñoz Ureña is a lawyer who works as a researcher, consultant and trainer in food law. With over 20 years of experience, he holds a PhD in public law from the University of Nantes (France), as well as a Master's degree in agri-food industry law and a Master's degree in environmental law from the same university. He has worked as a consultant for the FAO in Latin America and the Caribbean, and has participated in the revision of Quebec's food policy. His academic background includes positions as a full professor and director of the Institute of Legal Research at the University of Costa Rica, as well as a postdoctoral fellowship at the University of Laval. He has notably drafted a national bill on the human right to food and food security, as well as model laws for the Latin American and Caribbean Parliament (Parlatino), supported by the FAO, addressing food waste and agri-food cooperatives.
Currently, he hosts the weekly podcast Passe-partout, where he demystifies the technical aspects of food legislation for a non-specialist audience. He is also the author of several academic and professional publications, including codifications of European and Costa Rican food law, as well as the translation of a specialized legal dictionary in the field of food law.
