Domestic Trade

The DDSA Chair participates in public consultations and legislative hearings in order to shed light on issues related to food, trade, and labour mobility. In October 2025, the Chair contributed to the work surrounding Bill No. 112, concerning interprovincial trade and worker mobility in Canada.

During this intervention, the Chair emphasized the importance of balancing economic openness with the protection of Québec's competencies and interests, particularly in areas related to health, social and economic well-being, and the environment. It highlighted the need to draw on recognized trade principles, such as reciprocity and transparency, and to adopt mechanisms for mutual recognition of regulations between provinces.

The Chair's expertise also focused on the protection of Québec's agri-food model, considered a central element of the province's food sovereignty. Collective marketing, agricultural land protection, and the reserved designations regime were identified as pillars that must be taken into account within the framework of the bill, in order to reconcile economic openness with the preservation of Québec's social, cultural, and environmental achievements.
